What's coming off?

Hello, I have read alot of posts about bottom paint and gelcoats, but I am new to this and confused. The bottom of my boat had chips off something coming off. The chips are about 1/16th of an inch thick. I lightly scrapped off around them until the flaking stopped. Underneath there is a flat smooth coating of something. Is this just paint coming off and showing the gelcoat? I tried to upload pics of this but says pics are to big how to you compress to fit size limit?

Sounds like bottom paint over gelcoat.
