Hi guys - just a quick one - what is the red lever for on the side of the engine beneath the cowling? It looks looks like it may be a fuel or oil shut off?

It's on a 60HP Evinrude (BE60TLCCR)

Thanks in advance!

It's a fuel by-pass lever on the electric fuel primer. If the electric primer fails, you rotate it 90 degree's, and prime the engine with the fuel bulb.
