Whats this screw do?

Pulled apart my controls to fix the binding. And I took out this set screw (#38 on the parts diagram) and i put it back in. But i'm not sure if there is a specific setting. Any advice would be appreciated.

It rides up against the warm up lever mechanism. When you raise the lever to set your warm up rpm (fast Idle), you can screw that setting screw in so that you (or someone else) does not exceed that rpm in neutral. A stop screw!

Yessir - i pulled it apart and lubed it all up and reset the dogs - worked fine out on the water, then i saw that screw in the side storage and saw where it went and put it back in. But wasn't sure what it did.
