I guess that depends on the shopper.
Everything else being equal, I'd rather buy a boat that's been run regularly than one that's been sitting around making rust.

I don't remember the hours an inboard engine is supposed to last before rebuild, but a savvy shopper would look up this information compare it to the hourmeter, and factor it into his offer. I do know that if, for example, a set of Chevy 350s usually needs rebuilding at 1,000 hours and the hourmeter shows 990, I would either walk away or offer a lowball price.

Outboards are, for me, a little different. I factor general condition, compression, and gut feeling in addition to the hourmeter if it has one.

I would suppose an engine is an engine. All have basically remained the same. except for all the bells and whistles. Take a compression test etc. just as you would on any engine. There are engines running out there as old as the hills. I'm no mechanic but I guess there are still the basics. Although these darned marine motors are way out priced in my opinion. Marine mech's have quit a lucrative business.
