If your gauge is accurate then I would say you should not run out of gas; now if it is not accurate then it is a possibility. Is it both directions (left, right) or only one? Does it happen often or just every once in a while? Does the engine fire right back up or do you have to crank a bit?

well its aftermarket but right now the boat is a slanted in my yard it shows its on e.so im guessing then i turn one way it sucks air.And no it keeps turning over for awhile and finally runs.its not the carb. The water separater is dry after i turn fast then gets full after i turn it over alot.

Is the 1/4 tank on the gauge? Gauges are notoriously often wrong in a boat. You may have less gas than you think and it's sloshing in the tank.

add more gas to the tank 5 gallons or so and see if it is still doing it.
