when moving have a hard time turning to the right

91 sea-pro with a 3.0 liter inboard engine and manual steering.When barley moving i can turn the boat to the right and left with no problem.As i start to pick up speed it requires alot of force to turn to the right.At top speed you ain't going to turn right but it will turn to the left no problem.Any ideas where to start looking for the problem?

is this an inboard or inboard/outboard. there is a trim fin above the prop on the outdrive of and I/O loosen the bolt and adjust the back to the left. may take several times to get it right. on an inboard i have no idea.
