Is there any quick and easy rule of thumb?

Outside of the obvious (looksee), run a hone through it. If it doesn't clean up, time for re-bore. If it does clean up, check piston to cylinder clearance (at skirt). All this assumes you don't have stuff like expensive bore gauges. You did say quick and easy.

If any doubt take it to a machine shop to have it checked out. They have the proper tools.

If cylinder is worn over .003 wear limit its time to bore. Also use a rigid hone as ball hones are just for glaze and finishing....
