When to remove reed cage and center main bolts

Good evening I am in process of tearing apart my 40 horsepower Mercury powerhead and the manual says to bend back the tabs on the Reed cage bolts and Center main Bolt the next step it says to remove 17 both securing the crankcase cover to the block but it never says when to remove the Reed cage or Center main bolts. And in the reassembly procedure nothing's mentioned about the Reid or the valves Etc. If anybody could give some insight I would appreciate it 40 horsepower 30 jet 1996

Couldn't tell ya, but following as I have a 35 with the similar reed plate. Hopefully I don't have to ever get in that far....
