where can I find encapsilation material?

I need to encapsulate some open cell foam in the engine cover of my 68 55hp evinrude. it starting to get all crumbly and I don't want it foul up the carbs. I also have some foam under the bow that I want to do the same with it is under the cap so the material has to have the capability of being applied to the under side of he cap. I used to use a material when I was doing asbestos abatement called penetrating lock down encapsuliate but the location that my company bought it from is no longer open and I never saved any samples. The best description that I can remember ( it was almost 20 years ago) is the material could be brushed on and set up slowly, was milk white in color. It created a rubber like surface so that the material below it was protected. Does anybody have an idea on where to get a small amount of this stuff? I only need to cover 5 - 10 sf of area.

Ayuh,... That sounds like liquid Latex,....
Tarp,+ Awning Companies use it on Seams,... Trade name is SeamSeal...

Is that like the Kool Kote that is used on mobile home and RV roofs? Whatever you find that works please let me know. My 1967 Johnny is doing the same thing. Seems you have to hold your tonque just right to get the cover off anyway. Then the foam falls every where or gets hung on something and tears. I got duct tape over the top of the carbs now until I get the rest of my boat rebuilt.

Any thoughts if spray adhesive would work to bind the foam? Or just tear it all out and start over.

You couldd do what I did. I had a 70hp Johnson doing the same thing. I removed all of the foam and cleaned up the inside of the cowl real well and then applied sound mat like they use for sound/heat control in cars. Some brands out there are Dynamat, Hushmat, Fatmat, and more. I used Dynamat that a friend had left oveer from a car he restored.
