ob is correct. The needle valve and float assy. in a carburetor are gravity activated. When the bowl is empty the float is low in the bowl and the needle is off it's seat. When fuel enters the bowl as it does when you pump your bulb, the float rises to the point where the needle contacts the seat, closing off incoming fuel. This causes the bulb to become firm. It can't push any more fuel. I hope a second opinion helps reassure you. Safe boating, dgs.
