Where does this control link go?

Hello everyone, I'm brand new to the forum and would appreciate a hand. I've got a 89 Force 50hp Outboard that I'm fine tuning. (model# 507a9b) I have a linkage at the top of the throttle control rod that doesn't connect to anything. The guy I just bought the boat from was kind of a "short cut" diy guy so I'm wondering if this needs to be fixed. I've attached 2 photos.

#1 is the linkage that is not connected to anything...?
#2 is the linkage and the underside of the flywheel and trigger(?)..

Does the linkage connect to the trigger and if so how and why..? The engine seems to run fine without the link connected to anything...?

Looks like the control link to the trigger.Look for the screw and nut that hooks it to the trigger.J

timing advance linkage, advances timing as throttle is opened.
