Where to mount my motor to the transom

On my used Basstracker 16' w/25hp Johnson I noticed the motor seemed to be mounted to low for when under full power a lot of water sprayed around the transom area. Measured and found the (what I think is called) the cavitation plate or fin on the engine was 2 1/2" below the bottom of the hull. My Son who I trust 100% told me that that fin on the engine should be even with the bottom of the hull meaning I would have to raise the engine 2.5inches. Is this information correct?

Yep. Even to an inch or so above.

Just to clarify, you mentioned fin and cavitation plate. Do you mean the fin that is under the propshaft or the larger finned area that runs parallel and above the prop shaft?

I mean the plate/fin located right above water intake ports (where I put on the bra and hook up the water hose to dry run). Thanks for all ya'alls input and see where I will be raising an engine today.
