Where To Start???

I have a 1981,Evinrude, 25hp,rope start,with tiller a handle,model number#e25rcim was running and starting great .Last fishing trip out ,I could get only half throttle.I removed motor hood and manually accelerated the throttle cam forward and she went to full throttle no problem.I checked the carb linkages and synchronization to manual specs and everything was working as intended.I have spark,compression,fuel,.Fuel hose missing one or two hose clamps but still ran at full throttle before.Should I rebuild the carb even thou it runs good if I manually accelerate the throttle cam??I have a little bit of slop in tiller handle,but all the gears are meshing correctly.Do I need a new starting coil or power pack?Should I remove flywheel to see if armature plate spark advance is loose or sloppy??I don't want to work on anything that doesn't need to be worked on,like I stated before it runs full throttle if I manually work the cam throttle by hand.I had a mishap in March, 2010 I sunk the boat and engine for 24 hours .I immediately upon retrieval drained and started the motor and have used all summer at least once or more every week with no problems.Is it possiable corrosion or moisture is the problem under the flywheel???I need some imput from the forum readers on where to start troubleshooting.I'm not going to work on the engine until I get what the forum readers think my problem might be.Thanx for any suggestions or info"The Sturgeon General".

is the timing plate turning completely, is the neutral rod stopping the timing plate. i suggest manually holding the throttle cam, advances fuel flow, but not timing.

i would take a serious, look at the timing plate linkage. may have to pull flywheel to get good view.

Your motor will start, and idle fine running on one cylinder. I suggest pulling and inspecting your plugs, and check for spark. You may be running on one cylinder.
Also as mentioned by TD, the timing plate may not be moving right.
