which prop pitch

Ok I have a 89 bayliner 17 foot with a 2.3 cobra engine

current prob is a hustler 13 x 15 alum one which came with the boat

now out on the lake i hit a little more then half throttle and i am hitting redline around 5500 6k and about 28 mph on the gps

Im thinking I need to go to higher pitch but what? do I go to 19 or 21?

Anyone have any ideas or advice on what to use to bring this down a little and what will changing the pitch do to the mph

While you may be under propped; I would start by checking the tach is accurate.
Borrow a shop tach,check for a selector switch on the back, note the setting and rotate it a few times to clean the contacts.
Hustler props are very aggressive but also results can be unpredictable.
