Sorry I haven't a service manual yet, but I was wanting to add a tach to see how my prop is set up.
Is this the correct wiring block to add the wires to? I thought I saw an older motor that had these wires labeled such as "tach."

Again, this is a 1984 Ev 70HP.

Oh...I did see the screws (upper and lower open holes in this pic) that attach the block in the bottom of the compartment and have since added them back on.

Yes it is correct you should also be able to find the wires at the controls if they haven't been butchered by a previous owner.

Yellow/grey (engine) or grey at controls to tach signal
purple wire is switched 12 volts for power.
Black is ground

Just to verify...the tach wires are both in the shift/speed control unit (so I'd need only 2-3' of wire instead of 15')? Or I could use the wire inside the motor (3rd wire from the top being the yellow with gray stripe)?

The wires should be in remote unless someone mucked with it.
