Whisling Noise

I have a 2002 125 Mercury 2 stroke outboard. When the engine is run at high rpm's for a period of time and then you slow to idle speed the engine makes a whistling or squealing sound sound. (Depending on who describes it) It will keep making this sound till you shut the motor off for a short time (30 seconds or so) and restart. After that the noise goes away. I've had it in to the marina a couple of times for this, but they can't get it to make the noise. I don't think they can get it up to high rpm's to repeat the noise. Does anyone have a clue what this could be? I wouldn't think it's any harmful because it's been doing it for 7 years, but it's annoying and embarrassing.
