Whistle from inside cowling on 2008 60HP EFI 4 stroke

I repowered my 16.5' Alumaweld SeaSkiff last year with a new Mercury 60HP 4 stroke.
Everything is great but I ocasionally hear a whistling sound coming from inside the cowling on acceleration.
I took a look and there is an open vaccum fitting on the starboard side of the engine (see picture)
When the engine is running, the open vacuum port definitely has vaccum if you stick your finger over it and the idle changes,(but the engine continues to run O.K.)
I'm pretty sure this is where my whistling sound is coming from.
I'm tempted to plug the port with a piece of dead-ended tubing but would like some assurances that this idea would not be harmful to the engine in any way.
Anybody out there know what this extra port is for and whether or not it should be plugged?
My limited experience with engines would lead me to believe that vacuum leaks are to be avoided.
