Can anyone tell me if a tiller off an early 1980's Merc 402 40 h.p. will work on a 1969 Merc 650?

The 402 is a 2 cylinder 33.3 cu. in
the 650 is a 62.42 cu. in 4 cylinder.
my guess is not even close.
I dont think there is a tiller for a 650.
There is a tiller for the 500 there is a slim chance it will fit the 650 though I wouldnt
plan on it.

The 500 and 402 use the same tiller arrangement. If the 650 has the same mounting bracket for cable steering, it shouldbe able to accept the tiller. The throttle and shift operate the same way so those parts should be able to functon. It's just a question of whether the mounting base is there for it... My '69 Merc 350 has a mount center front that accepts the tiller. Holds on with two bolts....
- Scott
