Why not just 10 ? When I was young they had 10 hp outboards , not 9.9 's.What is the reasoning for labeling an outboard 9.9 instead of 10 ?

So you can have them on a lake with a <10HP restriction. That is what I have heard.

it's 10 but there are many lakes that require below 10 hp. the covers on some of the 9.9 and 15 johnson/evinrudes are interchangeable, many people buy a 15, and put a 9.9 cover on them.

Aha ! Good reason. There's not too many lakes around where I live , just salt water.:)

That's the way it was when I lived in Virginia Beach. Engines had to be < 10 hp, hence the 9.9

Here a boat with a motor of less than 10 hp doesn't have to be registered.
