I have a 1989 Force 125 and the carbs are mounted sideways instead of on top of motor. I opened up top of motor and noticed the drip pans for both carbs were full. Is this normal, I flooded the engine by mistake the week before.

thisold...
While i amnot intimately familiar with your motor, MOST carb flodding issues are due to needle & seat issues. finding "over-flow" of fuel is NOT uncommon in cases where "flooding" is a problem, but it could become costly, should it catch fire. I'd suggest you get a manual for the carbs, some carb re-build kits, then go through them to throughly clean them, then replace needle & seat, all gaskets, etc. If you are unfamiliar with this sort of work, I'd suggest you eithe find a buddy who is to help, or leave it to those who are familiar with carb rebuilds, as especailly two stroke motors are pretty sensitive to having the specs set pretty close..

Goo Luck, Obiwan...
