I have a 1985 70hp merc that doesn't seem to want to perform to its fullest. I cannot get her to give me enough to plane. It seems like the bulb is emptying and not keeping up with the engines gas cunsumption. Is this possible?

Have you checked for a strong spark at all plugs? While the motor is running its normal for the primer bulb to be soft as there is fuel flowing thru it. But it should not collapse. When its doing this try pumping the primer bulb and if it act like it wants to run better, rebuild the fuel pump.

I have had the problem with two motors one was 1978 115 hp merc and other a 140hp the problem was the fuel pump diaphram after replacing the fuel pump had enough power to draw up the fuel from the tank
