Why would a motor stop pissing above half throttle?

looking at a motor but the guy says it stops pissing above half throttle and he says "it's not the water pump, but I don't know what it could be"...


so I'm wondering if anyone knows what it is?

Usually it means the water pump is worn.

Sure sounds like a pump to me. My 5 hp Nissan did the same, it turns out the water pump impeller only had 2 of 6 vanes left. That said, a WP is cheap and good preventive maint. Change it and then you know what you have.
