Will a jet ski motor/pump perform the same as an outboard with equal HP?

Could you drop a jet ski motor/pump in a boat and get equal performance. My outboard is a 65 HP and my jets ski motor is 63 HP.

jets loose about 30% effiency than a propped motor. so you 63 hp motor only puts out about 40hp out the jet.

Loss of performance but about the same fuel burn.
