Will a Stator Or Timer Base Make Your Motor Idle High And Have No Power A WOT?

I Have A 92 Mercury 20hp. It is idiling higher then normal, and there is no idle adjustment on this model. Just a mixture screw. It seems ok in the lower RPM range but will stutter and shake and not go to full power at all? Carbs are cleaned and spark is good to the plugs. I am stuck and ready to go the shop with it.
