will not trim under load

Trim works fine at the dock, and will trim up and down fine until about 2600 rpm's. After that it will no longer trim out, unless I back off the throttle to lessen the load. Replaced the relief valves in the pump, no change.
Don suggested the hose are reversed, checked the hoses and wiring and all seem to be connected to the correct places allthe way to the rams.
