Will the 9.5 run without leaf block?

Looking at the rough idling/ stalling Johnson 9.5, I have noticed that it is missing the #309659 base leaf plate and the #379689 leaf block assembly.
I don't know much about the motor, I think it is a 1969.
The 1970 parts catalog showing the above mentioned missing parts in the exploded view.
This motor is clean and have new parts on it.
Is it possible that the person doing the work forgot to reinstall the leaf base plate and the leaf block assembly?
Would the motor still run (poorly) without those parts?
What is the purpose of the leaf block assembly?

Are you talking about the reeds and reed plate/block?I know that some 2 stroke engines use other methods of valving the crankcase, But I think the JohnnyRude 9.5 uses reeds.

I suppose one could fire now and then with no reed valves, but can't imagine it doing so often enough to be called "running".

OMC calls them "Leaves" but most of us old timers call them "reeds". Same thing. Almost all modern two-stroke outboard motors use them, including the 9.5. If it is supposed to have them, it is totally impossible to run without it.

Now, to the question: You say it runs, therefor either you have the wrong parts book for the motor, OR you have the wrong motor for the parts book. The leaf plate location was moved in 1972. The numbers you gave are for the "old" kind, where the reeds were between the carburetor and intake manifold. The "new" kind, 1972-73 has the reed plate between the intake manifold and cylinder block. The new kind provides much better crankcase pressures and scavenging.
