Winch Ratchet Spring - Fulton T1000A

I have a double PWC trailer and it has the Fulton T1000A winches. On both winches, the ratchet spring does not seem to give any force or maybe just 10 percent of what it should. Kind of dangerous to leave it that way not functioning. Is it the spring that has worn out? Is there a way to adjust or replace the spring? Or could it be another problem?
