Winterize Question

I have a boat with a 16 gallon Moeller fuel tank on it. I always use a quality fuel stabilizer when filling the tank. My question: At the end of boating season should I empty the fuel tank or fill it to full with a fuel stabilize gas or what? I live in the Ottawa, Ontario area so winters get quite cold and the boat will be exposed to very cold temperatures.

it isn't as cold here as it is there. but we do get down to -10*F or so ea. year. plenty of 0*F days too.
anyways. i store full w/stabil. full to keep condensation (that's the enemy i think) down if i can. i also run the stabil into the system for the last few outings of the year. that way the stabil is in the tank all the way up to the floatbowl..
