Where is the other end of the green wire? What other wires are on the tank and where are they connected?

In most cases that wire runs between the tank and the deck fill ,reduces the chance of a spark

Green is commonly an earth wire but most important is your fuel gauge working ?

yes, the fuel cage is working you. I looked around the deck fill and can't seem to find where it may have been hooked up. assuming it is the ground, which i am sure it is, any idea how i should reconnect it?
