It looks like those wires do go on that terminal strip but they look corroded to me, connecting them might stop the motor so if you can separate them slightly and cover them with "Liquid electrical tape" they will last longer.
The choke button should activate the choke solenoid when pushed and held down, if it doesn't put a voltmeter + lead on the terminal of the solenoid and the - lead on the cowl ground; when the button is pushed the voltmeter should read 12v+. If it doesn't the problem is in the switch (button) or the ignition switch.
The choke button may be corroded internally but you can take it apart and clean it.
