Won't Idle-Tohatsu 90A

Hey folks. Here's the story: I just inherited my father in-law's boat. It has a 90hp Tohatsu. It's 12 yrs old, but has only 30 hrs. It starts, but wont idle. It stalls if you don't work the throttle. The gas smelled bad, so I purged the tank & lines, changed plugs, and even removed each carb bowl. Inside the carbs; I cleaned what I could. I feel that I should have completely rebuilt the carbs, because w/ all that work & fresh gas, no significant improvement :(
Any advice would be appreciated.

Disassemble all the carbs. Soak them in proper carb dip and thoroughly clean them. Change to modern TCW-3 oil. After reassembling everything, do a link and sync (full info is in the Factory service manual). Then you should be running well as far as fuel goes.

Hry folks:
I purchased the Tohatsu Carb rebuild kit fot all 3 carbs. As it turns out, it wasn't necessary. I did the rebuilds, but all I really needed to do was to clean the idle circuit(completely clogged). Oh-well. Anyway, it runs and idles great! thanks for the advice.
