i have a '78 johnson 70 hp. engine ran decent all summer, so far.but since yesterday it doesn't turn over and gas is all in the water with bubbles of black oil or grease flowting up from the prop. i had the same thing happen last year. the power pack was replaced and got the lower unit seals replaced. then it ran fine but now i'm back to square one. possible carb problems?

Go to Engine FAQs, N2B.

Good luck, and let us know what you find. :)

Doesn't turn over means the starter doesn't spin the engine. Doesn't fire means the starter spins the engine but it doesn't run. Which is it??

If there's gas in the water it's either got no spark or it's flooding. Do a spark check, I bet you don't have spark.
Eric
