won't start

hello everyone ; i have a mercury 7.5 hp 1983 model #1007223,serial #6241553 the motor sat thru last year, and wanting to start it today,cleaned carburator ( which wasn't bad at all )and tried starting ,but wouldn't start after changing plugs and checking for fuel flo,(noticed a little gas coming out of carb),added a new gasket for the bowl on carb and tried and still nothing,added a little starter fluid to carb and started right up...what could be the problem ? is it the float or needle valve or what ? any help would be appreciated......thanks and have a nice day............

Carburators need thorough cleaning in solvent. Immerse them totally, idle adjustment screws taken apart

carb was cleaned ,,,,could it be float or needle valve ?

checked carb by blowing into hose at fuel pump in upright position and air comes out the front of carb,turned upside down and blowed into hose and no air comes out,so i asume the carb,float and needle are o.k.....could it be that the gas is old ? i purchased this gas about 3 months ago and ran my 6 hp evinrude on it till,i had to do an engine rebuid on it ,i added stable gas preserver to the gas about two months ago when i started the rebuild...any help would be appreciated,,,,,thanks
