Won't start

I have a 1969 40 HP johnson outboard (40EL69R).<br />I don't know the history of this motor except that it has not been started for about 3 or 4 years. I have installed a carberator kit and tune up kit. There is good spark and the fuel is getting to the carberator (I even tried sqirting some into the spark plug holes). My question is what should the compression readings be? I have 80-83 lbs. on both cylinders, is that good? Also the electric?/heat? choke assembly is missing, but shouldn't I be able to start it without that?

It should run on 80lbs compression. try priming the carb/s with gas oil premix. Does it have a manual choke? (to "new" for me) After you get it running the decarb it! That should get you another 10lbs or so of compression (in most cases)
