won't tilt down

i have a 1988 70 hp evinrude that will tilt all the way up but won't tilt down. the motor is running but it won't pull the engine down. you can push it down by hand after you push the trim switch. i did tap on the motor and it did go down 1 time but has now stopped. i did not tap on the side that you put the fluid into and it also has fluid in it.

Once you get it started in the down direction , does it operate properly? if so read this:

try switching the relays ,eg. top to bottom and bottom to top, if the problem reverses itself replace the bad relay
