won't trim down

I have a 97' yamaha 90. When I trim the motor down it stops about 4 inches short of being all the way down. The left trim ram keeps going in but the right one holds the motor up. The motor will go all the way down when I open the valve right side. Also the motor will go all the way down when I push it. Anyone have any ideas? Thank you

More info and back to the top. Also when powered in reverse the motor raises. Any ideas?
