scrape prime caulk prime paint 1 paint 2. Use linseed oil to restore dried out wood. Use marine products.
Think about stain and varnish, too.

If you are not looking for a 'gold plater', quite frankly a good quality oil based porch & deck paint from your local paint & wallpaper place will give you 90+ percent of everything a marine paint will give you for a dinghy. (and you can usually pick up a gallon of mis-tint for about $10)
How is the dinghy built? - sheet plywood?

yes its sheet plywood I was debating on glassing the bottom for added strength. but not sure if its needed? I was planning on useing it for getting to the boat when I moor it this upcoming summer and some pond fishing.
