WOT on a 90hp rude

I was looking to get a 16.5ft. charger that has a 1998 90hp rude that the guys swears the tach says it is only turning 4200 rpm at wot. Does this sound right and if the tach were right what would affect the rpm like that/

For starters , what dia and pitch prop is the engine turning?A number of things can cause low rpms,ranging from prop and engine setup to low compression or fouled carburetors.
