WOT power issues

Gentleman;
I am new to Iboats, so please bear with me, i have a 78 Evinrude 140, idles nice, starts good, pretty good compression, until last weekend. In the river, I can run it, idle, and throttle just fine, however in forward i cannot get above 2000 rpm. however in reverse i can get plenty (5000-5500) rpm. I have a dual lever remote control. I cleaned the carbs, checked the fuel system and pump. like i said, this motor runs great in rev. and nuetral. I am starting to look at the lower unit. I can feel no binding, i removed the lower unit, shifted it and rotated the prop. seems very smooth.
Any help would be greatly appreciated.

Could be the throttle cable stretched out, watch the butterfly plates when going to WOT ( engine off).

would not be throttle cable because it moves linkage for reverse, he has dual handles. shift and throttle. could be something in the linkage binding when shifted to forward.

removed the throttle cable, shifted into forward, manually throttled forward, butterflys opening properly, choke valves not being drawn closed, same issue
