Trying to get all the info so I can get some input on a new prop, I searched a did not find anything, sorry for such a basic question, but totally new here, when measuring RPMs at wide open throttle, is it just flooring your boat and recording RPMs or is there a certain attitude the boat should be at. TIA

Yes, you should trim it out for best performance. You want to do this with your "normal" load. What ever it is that you use your boat for should be with you.
