After performing all of the tests that Don S. suggested (the boat passed all tests), and I still cannot achieve WOT. I still smell fuel and the only thing left is the carburetor. I can get up to 30-32 miles per hour. What is the max speed I should be getting? I cannot see any dripping in the carburetor but it looks very wet in there. Should it look like that?

Speed has nothing to do with WOT (Wide Open Throttle) specs. That is RPM only. What rpm are you getting, that is what you need to be looking at.
And if it passed all the tests, then it's getting the proper rpm.

One more thing, when I push the throttle foward there is a slight hesitation the it takes off right and max's out at around 3200 rpm. The shop tach reads 4200. Maybe the boat tach is crappin out?

Wally, first thing we have to find out is the proper RPM of the engine. If indeed it is at 4200 then it is most likely the boat is over propped and changing to a prop with the proper pitch / diameter will get you to the specified WOT (Wide Open Throttle) RPM. Make sure the tach is set for a 4 banger....

How do you know if the tach is set correctly? Mine has the numbers 1-6 on the back and it is set to 2. I asked a mechanic if this was correct and he stated that on some boats the tach is set to 2 for a four cylinder. Also there is a thick black wire coming from the center of the tach that I assume is a ground wire, and it is connected to nothing at all. My boat is a 1991 regal valanti with a 3.0L mercruiser alpha 1 gen 2.

The boat is rated for 4200-4600 and I have went from a 21p to 19p to 17p gaining 200 rpm per prop up to a max of 3200.

Compared to the cars and trucks that we're all used to, boats do smell "gassier". The radiator fan on autos keeps the fumes blown away underneath the vehicle. They have no where to go on a boat...that's why blowers and marine parts are so important. I doubt the gassy smell has much to do with your WOT problem. Props make a HUGE difference. I would have thought you'd seen a much greater difference in the prop switches. Mine changed almost 1000 rpm going from a 21 to a 19.
I'm beginning to question your tach. And...I'd guess the black wire is probably for the light bulb in the tach.

don't know what brand dash guage you have, but on a faria 6k for i/o's, the number 2 setting is for 6cyl. You could check your shop tach at idle. It should read around 700 rpm. If the dash guage is different and the sticker on the tach is gone, you could change the settings until they read approx the same. The hesitation, if all is well in the ignition, is a tell tale of a faulty accelerator pump. A rebuild is an option, but depending on the age and deterioration of the body, you may need to replace it.
