Would this affect it?

Hi there I wonder if you can help I have a 1998 evinrude 25hp be25elece and it's been given problems. It's had new oil seals and a new crank sealant. New power pack, fuel pump kit and plugs. I took it out last week and in neutral it revved fine no problems at all but in gear you could crawl along and when the throttle was opened it coughed and would die. However if the enriched was pulled out and pushed back in giving a squirt of fuel it would take off like a missile. Now this to me immediately sounds like carb problems. I however ran a compression test and got 100 psi on both so no real change. My mechanic told me that this is to low and will be the problem. Although I took the boat out for a test the day before and it was fine.. The only thing that changed was the gear bracket that holds the cable on. Could the carb have bunged up over night? I stripped it and there didn't appear to be any problems?
Really stumped.

The fact that when you "enriched" the engine, it took off and ran normally proves that fuel is not flowing thru the carburetor properly. Check and manually clean the high speed jet that is located in the bottom center portion of the carburetor float chamber. I always use a piece of single strand steel wire to carefully clean the jet as solvent just doesn't do the job properly.

Thanks for the reply, I have a spare carb that I'm going to install as the other is rather tatty. Is 100 psi on both okay?
