Would this cause low water pressure?

89 Seadrive 140 that has been sitting for 8yrs. When I got it running, it was barely peeing (drip...drip...drip). I changed the impeller this weekend, and unfortunately it did not get much better. Sometimes it spits, sometimes it slow drips, and sometimes it stops all together.

So I pulled the t-stats, and found that on both of them the cap had broken off and was stuck to the rubber seat in the block (I have the springs too, but they are not in the picture). So would this cause the symptoms I am experiencing?

Replaced the t-stats, blew out the lines, had already replaced the waterpump. Water is flowing well again.
