They probably thought it was going to be lowered slowly into the water, to go crashing down into it.

There were a few cases where ships were bid on by a shipbuilder, and drawings were required. They would engineer it to capsize, and the "buyer" would then take the drawings to another foreign yard for construction.

If thay yard didn't do their own engineering, it would capsize on launch.
