XR 6 sputter at high rpms

I've had my 2002 XR 6 150 for 2 years, no problems. I stored it this winter and put stabilizer in the tank. I fired it up and took it out and it idles fine and runs ok up to 3000 RPMs. Once you get over 3000 RPMs, it sputters. I'm thinking it's not getting enough fuel or there is water in the fuel.

I recently pumped out all the gas from the tank, vacummed the tank, changed the plugs, fuel filter, drained the fuel/water separator. I checked the lines for blockages or leaks and they look ok. I don't know what else to do.

Is it possible that I the carbs might be gummed up? or gummy fuel in the lines? Could this me electrical? Powerpacks, stator, switchbox?

could be fuel pump, or fuel lines, or clogged pick-up or clogged vent, I would eliminate all fuel possibilities before moving on to ignition system, get a spark gap tester and check fire on each cylinder.
