any suggestions on how I can free the valve before a begin this drity task of replacement

Sea foam or PB Buster and let it soak overnight at least. I will bet it's rusted.

Side note PB Blaster can severly discolor gelcoat....great stuff just be careful!

Walmart, or NAPA just about any parts store. One of the best rust/corrosion breakers I have found. http://www.pbblaster.com/

Autozone. Heard about it on this site myself. It works better than any thing I've used before, but I don't think it will work on plastic. It might melt it.

I have used it on my Live well and bait tank set up before...it works but I am not sure about any long term effects though LOL If you see a post about leaky PVC from me you will know !!

Seriously though I cannot say enough about PBBlaster it has saved many a frusterating afternoon.
(Just remember my Gelcoat comment it is horrible on slightly faded gelcoat)_
