Quick intro.
We live in an very isolated and remote part of Vancouver Island. So remote that the only way to get there is by boat (of which we have 5). Among my neighbours and I we have a good bit of experience with outboard engines and our workshop and dry-dock are stocked with everything you might sometimes needs. One of our Yamaha 250's stalled yesterday and I haven't been able to turn it on since.
It was idling when I walked away from and wasn't running anymore when I came back a few minutes later. If it would've gone 'boom!' I would have heard.
I installed a new battery a couple weeks ago. Multimeter reads 12.6v both when the key is turned and when it isn't. All other electronic equipment works normally.
My next step will be hooking up jump cables from the battery straight onto the starter motor to see if it'll turn, but before I dissemble all that I was interested in some outside advice. What do you think the problem could be?

- It has plenty of fuel
- Oil okay
- All fuses and relays are okay (haven't been able to check in-line fuses yet)
- Terminals are clean
- When turning the key I can hear the fuel pump working
- When turning the key the starter motor pinion sometimes pops up but it stays down most of the time.
- Starter motor pinion shaft is well lubricated. I can pull it up and down by hand.
- Starter motor pinion doesn't turn in both up or down position when turning the key.
My next step will be hooking up jump cables from the battery straight onto the starter motor to see if it'll turn, but before I dissemble all that I was interested in some outside advice. What do you think the problem could be?
