Yam 1986 15SJ Lower Unit Removal

I am trying to remove the lower unit. I have the 4 bolts removed and the shift linkage disconnected. The lower unit is loose and will move 1/4" left and right but will not drop. Does anyone know what the hang up is? Should I try to pry it off?

check for a bolt right beside the bolt for the zinc tab (you have to remove the zinc)
