1986 40ELJ 3cyl 2stroke

Here is the story. Boat was stored for 11 months. It has a 20gal tank and was half full/untreated. So I decided to take her out to the lake to enjoy some tubing. The night before I changed the gear oil topped off the tank with fresh gas and ran her outside with the muffs. The bottom carb was leaking at Idle at the top of the carb. I removed the carb and took off the float bowel. The bowl was alittle stuck. I freed the float (no junk in there) and reinstalled the carb and this time the engine run was great. I put her in the lake the next day, Fired right up ilded great no problems. After the no wake zone I put the throttle to max the engine acceled to 3000rpm and stayed there. The boat was going about 10mph. We piloted the boat for 20 min hoping that the carbs might clean them self out...The engine will hit 5500RPM in netral. So i took her into the marina and bought a new fuel tank and fresh fuel, same problem. So I decided to have a mechinic look at it and on the way backin the no wake zone she keep on dieing at 1500rpm under load and would not start without the choke on... to have a tec look at it. He was out so that gave me a hour to look at it. I am a jet engine mechinic in the Airforce so I know a good amout about troubleshooting things however my experience with cars/boats/bikes is limited. So I checked each cyl one at a time to see if I had ignition on each cyl. PASS Next i checked for fuel leaks at Idle. Found one on the bottom carb fuel line. a pin hole and fixed it. I also checked each spark plug, new ngk plugs brown tips with some oil on the threads. Well the mech finaly came out and he looked at it and said that only the bottom carb was supplying the engine with fuel and I would have to rebuild the carbs...He checked this by putting a cloth on each carb to see if the engien would stuter..He also adjusted the pilot screw to make it idle good. On the way back (idled perfect now) still 3000rpm max under load to the marina loading area it accured to me that he might be wrong. Remember I checked the engine each cyl one at a time and it fired up each time...At home i took the carbs apart removed the rubber and plastic parts and now I have them soaking in carb cleaner (the carbs look great no crap or gum anywhere). I also ordered new orings for each carb. I am afraid that this is not the fix. I am leaning at the fuel pump maby its cloged. I read all about engine timing and dont think thats it because it throttles up fine under no load and they all said it boged down and died, mine doesent die. All the internal connections look great to me and the mechinic who looked at them. He cycled the throttle and checked the connections. ANY help would be great. I try to get the troops out on lake meade so they stay out of trouble here in vegas. THank you for your help and support
