I had the same problem on a 2005 115 Hp with only 45 hours. It would run fine above 2000 RPM but would not run under 2000.
I took the Carbs off and cleaned them out with carb cleaner spray. In doing that I found the real problem. On the top of each carb there are teo large brass screws. Remove them. You will see 3 small holes. Chances are they are plugged. These are the idle jets and the transition jets used to smoothely get the motor up to the speed where the main jets begin to work. I cleaned them with the carb spray, reassembled and ran the engine. It now worked fine. You could also use a copper wire to help clean the holes, but don't use anything harder or you will damage them.
Actually, you will only have to remove the upper carb to clean the lower carb. The screw is on the top of the carb and easily removed with the carb in place. You can look in the upper carb idle jets without removing it from the engine. Just remove the inspection port screw.
